Fixed a couple bugs with encoding and the excel files. Holy crap, I can't find ANYTHING about an XML version of HttpEncode (which fails horribly)
Changed min survey retrieval time to 0 (now a default) and the max to 2 years
Survey spreadsheet now includes consent date (same as survey begun date--that has to go sometime)
Getting close to release!
